The Municipality of Alkmaar in the Netherlands has set an ambitious goal: to become the most innovative municipality with a population exceeding 100,000 by 2021. This innovation extends to service delivery and collaborative practices, both internally and externally. To achieve this, the municipality has developed an organizational development plan that emphasizes the need for customized facilities to support its objectives. The plan involves transitioning from traditional departmental structures to a more flexible and dynamic organizational model, where teams are formed based on competencies and shared responsibilities. Redefining Workspace and Collaboration
Previously, municipal employees were dispersed across five locations in Alkmaar. However, a comprehensive redevelopment initiative consolidated all operations into the city office on Mallegatsplein. This centralization facilitates streamlined service delivery to the Alkmaar, Schermer, and Graft-De Rijp regions.
Strategic Decision-Making and Implementation
The transformation from concept to reality required rapid decision-making and bold choices. Collaborating with YNNO, the municipality developed an ambitious program to support its innovative vision. Notably, Alkmaar opted for a workspace without departmental divisions, empowering employees to choose how and where they work. This flexible approach, coupled with ambitious workstation targets, challenges traditional norms in municipal workspace design.
Synchronized Development and Execution
A key aspect of the project was the parallel progression of design and implementation phases. Proof of the sum was selected based on their vision of “the power of magnetism,” which emphasizes creating an attractive and functional workspace. From structural modifications to interior design, Proof of the sum was entrusted with the entire design process. Synchronous engineering and construction processes, managed by Verwol Integrale Projectinrichting, ensured timely completion and cost-effectiveness without compromising on quality.
Transforming the Workplace Experience
Upon its completion in mid-2018, the new city office was met with enthusiasm from municipal employees. The redesigned workspace promotes collaboration and efficiency, evident from initial feedback. Furthermore, the municipality provided comprehensive training and support to facilitate organizational change, aligning accommodation innovations with broader strategic objectives.
Integrating with the Cityscape
Originally constructed in 2001, the Alkmaar city office serves as a modern gateway between the historic city center and the urban district of Overstad. With its distinctive red-brick façade and prominent location, the building symbolizes Alkmaar’s blend of tradition and progress. However, the challenge lay in transforming the office into a vibrant hub that reflects the municipality’s identity and fosters collaboration among its 600 employees.
Promoting Collaboration and Engagement
The redesign prioritized inclusivity and interaction, overcoming spatial barriers to foster knowledge sharing and teamwork. New mezzanines were introduced to connect different floors and facilitate collaboration. Common areas, such as the network café and Alkmaar Academy, encourage spontaneous interactions, while private workspaces cater to individual needs. By strategically locating shared facilities and individual spots, the design promotes organic connections and enhances innovation.
Embracing Sustainability and Local Engagement
The project embraces sustainability principles by incorporating recycled materials and engaging local suppliers. From furniture to artwork, every element reflects a commitment to environmental responsibility and community involvement. Graphics throughout the office celebrate the region’s heritage, enriching the workspace experience and fostering a sense of local pride.
